Source-led inclusion

Trust hints, not proof

Material changes

Static fallback
The Worker could not read a promoted KV artifact and served the bundled static fallback. Status pages label that source so clients can avoid treating it as a new refresh.
Blocked or empty
Blocked states preserve honest upstream access or source-health failures. Empty artifacts can be healthy when a separate lane, such as live candidates, has nothing current to publish.
